First of all I need a completely free mysql host. Then I need a free online php validater that tells you your errors. I need a free xhtml/css text editor(not frontpage). I need a free art prgram like photoshop which allows png files. Whoever supplies the most of these is the best answer.

Wow. I hate when people say "search google" - like you didn't think of searching before posting a question....
Anyhow, For a free xhtml editor try NoteTab Lite - http://www.notetab.com
For a free css editor you can use notetab or free domo of http://www.westciv.com/style_master/ or TopStyle - http://www.newsgator.com/NGOLProduct.aspx?ProdId=TopStyle
Validate your CSS.
For images, try GIMP - http://gimp-win.sourceforge.net/stable.html
For PHP validator: just set the variables in you php.ini file to actually send your errors to the page: PHP errors "validate" themselvees by telling you where the errors are.
Your school should have server space for your mySQL hosting. http://www.ace-host.net is cheap, but not free.
