No, I wouldn't. It is to protect yourself and your potential employer..Imagine..getting a job that you were underqualified for and you lied on your resume. Even, if they did not verify..your work experience..which is highly unlikely...you would be overwhelmed! You might be fired if you cannot work at a high level that they would expect since you lied on your resume.
However, I do think it is okay to change things slightly, but not lie. I think it is okay to change the job title a little if you did indeed have more responsiblity than the title shows.

No. Because when they verify some of the stuff you put in your resume you're basically are screwed and will never be able to apply for a job in that company again. Also if you use a head hunter to help you get a job that head hunter is gonna get screwed along with you.

Never lied on a resume. If you do or embelish on one, and they catch you, it will not be a good situation. Always be honest on a resume. You might just get the job without needing to lie.
