This is a tricky question. The best time to water plants is when it is cool, so naturally night time, but most people are asleep. I myself water mine right before dark, or at least after they will no longer get direct sunlight. If you water late at night the moisture could produce a good climate for fungus and mold growth. In the morning very early is good also, but I dont want to get up that early. So I would just water in late afternoon after sun is off them, and make sure you dont get any water on the leaves because that helps the growth of fungus and molds on the leaves.

I used to water in both the morning and in the evening, to avoid evaporation and 'boiling' the lawn. However, I heard a radio call-in gardener say not to water in the evenings because it increases the chance of fungus and other diseases. I guess the reasoning is that the water 'sits on the plants longer, but if you water just before sun-up the water in the ground has time to penetrate and the water ON the plants dries up.

So, now I only water in the early morning.

Early morning or late evening while the sun isn't too high in the sky. By mid-day the sun is so high and it's so hot outside that if you water the plants during that time, the sun and heat will evaporate most of the water before the plants ever get to soak it up.

We water in the evening, that way the heat/sun won't evaporate the water as quickly.

I've heard pros and cons about watering while the sun is shining on plants. If that's the only time you have to water, go ahead and water, better that than nothing.

You also might consider a drip system that wouldn't spray the water all over but go directly to the ground under the plants.

It's best to water them when there is no sun, like early morning or late afternoon cuz that way they use more of the water. when it's sunny the water evaporates more quickly.
