most people think if is Sirius black's borhter. A death eater who wanted out and was then killed. It is possible as a death eather he heard about the locket and then stole and hid it (possibly in the house used by the order of the phenoix) before being killed.

Most probably Regalus A. Black, cos he was killed by Voldemort himself.
But u cant say for sure
