Yes, it is always OK to trim any dead material from a rosebush. Make sure all clippings are thrown away and not used for compost.
Try watering only in the morning, and soaking well. Feed your roses a systemic or slow-release food. This will keep them from being shocked by too much, then too little food fluctuations.

I thought you can only prune roses in late Sept or early Oct

In my experience with roses, you can trim them anytime of year. Mine grow so fast and tall that it is completely necessary to do so. Good Luck!
