It depends on the nature of the scam. If it's impersonating a legitimate site, such as Paypal or a bank, contact the legitimate site. let them deal with it.
If it's overseas (West Africa and Nigeria are notorious), there's nothing you can do. Many of these countries turn a blind eye to scams, as it brings dollars into their impoverished countries.
If it's US, you can e-mail the FBI or the Attorney General.

if its from emails
check the email address and contact the isp. i.e if it says @btopenworld/internet.com then contact bt they can investigate
if it is bt you can send an email to acceptable.use@btinternet.com
other isp's might have simular
you could also try http://www.ripe.net
or try ofcom if in the uk
