You need a video card with a video out signal. Regular cards have just a VGA or DVI cable connection. That's where your monitor connects to. Other video cards have a standard RCA video output. It's a yellow plug like what you'd see on a TV. If your video card has that, then you can connect a standard RCA cable from your computer to the line in on your TV. Then just set the card to output to the video output and you're all set. Some video cards just auto send the signal to both tv and monitor. Other's you need to explicility say, I want the signal to go to the monitor or to the RCA cable.

Depends on the computer. Many laptops today come already equip with an S-Video or Composite output port for hooking the laptop to a TV. The only thing required for those would be the appropriate cable to connect the two.

If it is a desktop, you will need to add a card that gives you S-Video or Composite output. There are computer video cards with those build in. You can also find them on many TV tuner cards (for watching TV on your computer) and on most video capture cards. Check the specs.
