The KEY to working with percentages is that you have to convert them to either decimals or fractions so you can work with them.
10% = the fraction10/100 or the decimal 0.1
a) Solving by using decimals gives you 13 x 0.1 = 1.3%
b) Solving by using fractions gives you 13 x 10/100, which equals 130/100, which gives you 1.3%.
