to start with, i would ideally need more informatoin.
As to from where would u like to start your travel.
20k is quite a good budget for the honeymoon.
To start with, lets start with east
North east - you can visit to part of north east (border of west bengal) namely Kalimpong, Lava and Lolegaon. Kalimpong has a beautiful hotel called "Silve oaks". Lava and Lolegaon has forest department houses. Places to see out there are beautiful himalayas and loads and loads of places. but for honeymoon its a nice place to relax, observe scenic beauty.
South - Kerala, kerala and kerala. If you are water freak, Kumarakom and Allepey are the best places.
West - Khandala, Lonavala and Mahabaleshwar. They all are hill stations especially khandala is best in the monsoon season. And not to forget aamchi mumbai.
North - plenty of options, the entire himachal pradesh, there is something called as Valley of Flowers which opens only for 45 to 60 days a year (this time of the year).

Go to Kerela...its beautiful. You have the mountains..the beaches..the backwaters..everything there. You can even spend a night in a boathouse..or a treehouse if you feel on top of the world!!
