Gasoline, diesel fuel, WD-40 should all help you out. Those 3 also work on removing it from the lower sections of your car too without any ill effects to the paint.

Hello ...You can use a petroleum based solvent which will dissolve the tar. The problem comes when you try to wipe it all off, all that happens is you spread it around.

Try a dab of turpentine, or diesel, or gasoline with a rag to see which dissolves the easiest. Then scrap off as much as you can with a knife edge. (the less to dissolve) Then put your choice of solvent into a garden sprayer, pump up the pressure and use a fine mist spray to saturate the area. Let it soak for a while and then adjust the spray to a steady stream and this will effortlessly wash off the tar. Be careful not to do this on an asphalt driveway as it will eat away the surface.
The environmentally safe way to accomplish this would be to remove the wheel and place in a large tub or container so you could collect the used liquid and dispose of it properly.
After completion use a scrub brush and JOY detergent with some hot water, this is the greatest way to remove all residue.
I have found Joy the best removing grease from my hands so it will work well on a rubber tire.

buy a # of lard smear on tar let set 1/2 hour then hose off with soap and water

Drive it around for 2 or 3 thousand miles. It will wear off on it's own.
