I personally love GAP...some of there stuff can be a litlle pricey..but they have really good sales where you can find a nice pair of jeans or a skit for $20. They are constantly updating their merchandise so if you scour the sales racks you can find some great deals. And since there clothes are of areally nice quality and a classic style, they hold up well for a while and look great.

Me and my wife shop like crazy and the best store I like so far is Old Navy. Good clothes and many sales..

Aeropostal has low prices? Not the last time I was there!
AE has decent sales (although most of the stuff on their sales racks is junk!).
Kohl's has really good end-of-the-season sales.

Do you mean aeropostle website?
if it's the website, they usually have loads of sales, probably to clear stocks, eg. the sizes that noone buys, the color noone usually choose.
most stores do clearance sales about 3-4times a year, or depending on festive seasons.
