Actually it is their venting internal frustration, by regurgitating past things in an endless stream that has nothing to do with what is bothering them, but just that frustration which the guy really has nothing to do with. In other words, expressing total irrationality.
I have found the only way to handle that is to walk away, until the rant runs down.
There is no way to contain or alleviate it.
