The control tower in Singapore coordinates the landing and departure of aircrafts, as well as, the airspace surrouding Singapore.
It is the same in all countries.

I give a try and hope it answer your question. From what I know,control towers actually monitor the aeroplanes taking off and landing. This include if the planes can be landed or take off during bad weather or when the vision is poor.

Allocation of lots for planes to park.
Communtications between the tower and plans.
