A jpeg is simply a picture, made up of pixels like any photo, so you can't edit it or fill it in online. You will have to print it, fill it in by hand and then (optionally) scan it to attach to an email.
Normally you would fax it or send it by post.
The same applies to a PDF form. It cannot be edited.

Exactly what PackPack said. It's an image. If you have a program like Adobe Photoshop, you can open it with that and insert text where needed, save it again as a JPEG, and e-mail it back.

You can select "Attach" on the menu bar, then browse on your picture and click upload, then it is done and ready to send.
Another way you can do is to turn the "RICH TEXT EDITOR" to "ON", which is under the Tool option. This way you can just open the picture and drag it or copy and paste it into the body of your e-mail. Hope this helps!!

1-convert it to pdf
use a form filler for a pdf file.
2-Open it with mspaint
Fill where you want.
Then save it, post it.
