play up your cheeks: try a rose color on your cheeks and brown mascara with chapstick.

go dramatic with a matte red lipstick and white eyeliner, which will bring out the whites of your eyes and make your blue eyes look even more blue

to play up your eyes go for a bronze smokey eye and lots of black mascara, but keep your cheeks and lips simple with an apricot blush and gloss.

for something fun and casual go for purple eyeliner

make sure that your foundation exactly matches your skin tone (it seems that if it's making your face look pale then it isn't the right color) try clinique for a broad range of foundations. i also recommend using cliniques translucent powder instead of foundation. it's much more forgiving when your skin changes color (summer-winter, night-day, whenever)

Eyes – Light earth tones and soft pastels such as blue, lavender and pink always look great.
Cheeks – Pink and peach are perfect especially if you have blonde hair.
Lashes – Stick to brown or brown/black.
Lips – Light, sheer lippie in various shades of pink adds the finishing touch.

Soft pinks, and baby blues, and lavender! All soft colors. The combination of light hair, eyes, and skin allow you to wear soft colors! The blue will probably make your eyes stand out!

I'd use some peach tones. That should emphasize your blue eyes.
