Is it true that you are not supposed to put eyeliner on the crease of your eye. its hard to explain, when you pull the bottom part down, theres a crease thing. everybody tells me not to put it there because you could hurt your eye?

You are talking about the lower rim. It can be harmful depending on what brand you use and/or whether you have an allergy to such things. It can be uncomfortable at times because the line consists of little particles that can flow in your eye and scratch your eye or cause discomfort. This is not recommended for lens wearers though.

Putting eyeliner in that area of your eye only makes your eyes look smaller and closed up. Make your eyes look bigger with eyeliner just under the lash line. I've never heard any makeup artist recommend the other way,

I don't recommend putting it there. Not because it will hurt you in anyway, but putting it there won't give your eyes the potential they have! if you put it under it, it will give you a more dramatic look and make your eyes bigger! I have tiny eyes, but you wouldn't notice it by the way I do the eyeliner! Take a look for yourself:

thats how i do it and it doesnt hurt my eyes or anything!!!
