How to do it. Here is a sample of the pattern.
Rnd 1: 6 sc in 2nd ch from hook. Sl st in first sc, to join.
Rnd 2: ch 1, 2 sc in ea sc around. Sl st in first sc, to join. (12 sc)
Rnd 3: ch 1, (sc in next sc, 2 sc in next sc) around. Sl st in first sc, to join. (18 sc)
Rnd 4: ch 1, (sc in ea of next 2 sc, 2 sc in next sc) around. Sl st in first sc, to join. (24 sc)
do i count the ch1 stitch as the first stitch in the new round? My circle wont lie flat and it has ruffles which i think means too many increases. Help all of you fellow crocheters out there....

do I put the sl st at the end of a round into the ch1 stitch from the last round to close the round ?

The increasing in the pattern sounds correct. The best way to make sure you are not increasing too many times is to count your stitches at the end of every round. I know it's a pain to do, but a lot of times it's a necessary evil. I don't think the ch 1 is counted as the first sc, so that might be where your ruffle is coming from. I think you figured it out right-- Even following the instructions-- my hand tension changed the crochet size. The enlargement is from the two single crochet into the last round- the one single crochet is to raise the stitch round up to the next level.
