Is there such a thing as a device you plug into an internet wall outlet to get wireless internet?

Yes it is called a router.. linksys do a good one and so do d-link.

First Part - In order to broadcast the signal
You connect the wire coming into your house into a router, then you connect the router to a wireless hub. The wireless hub is the actual device that sends out the signal not the router. The reason you want to use both devices is so you can lock down your wireless signal. The more individuals using a signal the slower your connection becomes.
Second - So that you may receive the signal
You would then have to install in either your laptop or workstation a wireless nic card.

You need high-speed service from a telephone or cable company. Contact them to see what's available. They may be able to provide you with the wireless router that you need to transmit the signal to your PC. You also will need a wireless internet card for your PC. Most newer laptops have this built in.

The link below is a sample of the router you'll need. I've had wireless for about 7 months now, and I LOVE it. In fact, I'm typing this while lying in bed!

Nopes. The minimum requirements are

1> A broadband connection (cable or DSL)
2> A cable or DSL router
3> NIC card or Wireless card

you have it as hotspot on your city for internet access for your laptop.

there are other options folks...there is a thing called "broadband over powerline"...search on google for it...
