in the human race women send subliminal messages but men also send women subliminal messages. It's the way we were made, and perhaps saying something boldly would not be appropriate so they use suggestive means to get their point across.

There are studies out about posture, actions, dress, etc. in business which is subsconscious and subliminal messages everyone sends out. They have determined what each look of the eyes, crossing of legs, holding one's chin, etc. means. We are sending out messages from our brain as to how our emotions feel and respond, what we think of ourselves, what we want to gain (i.e. want the job), etc.

You ask specifically about Women sending the messages, and I suspect you're talking about sex related matters. Sex messages are powerful and are really in a lot of things we do and we don't know we're doing it most of the time. Females subliminally and subsconsciously dress and act to attract men for the purpose of making babies. The supreme being who made the world put this action in us to continue the population.
