Only as useful as the people elected to uphold it which in our "democracy" means not very useful at all. As GWB once said "its just a goddam peice of paper".

Depends on whose you talk about. The german one or the the Basic Law as it's known probably prevented a communist or resurgent nazi regime in the immediate post war years.
The French one provides for stability through a strong president as does the Italian one through a strong parliament.
However the Irish one is an embarassment especially to me who as a citizen of Ireland thiks it's ridiculous divorce only came in in 1995 and that abortion is basically banned, thereby creating a situ where 100s of women have to go to the UK each year to have one carried out.
