A cognizable offence cannot be acted upon by a police officer without a court order. A non cognizable offence can be acted on by a police officer because it is implicitly implied that the officer has the court order based on his observations (cognizance) of the offense.

A cognizable offence is a case where the police can arrest without a warrant and Non cognizable offece just opposite of above mentioned means a case in which police can not arrest without having a warrant issued by megistrat or judge or court or any comptent authority.

A cognizable offence is one when a police official can arrest the accused without an arrest warrant from a competent authority. A non cognizable offence is one when police can arrest only on the strength of an arrest warrant. Generally white callor crimes are non cognizable and violent crimes are cognizable.
