goto local system policy editing and change run program policy on start menu section.

for this you use "mmc" lools in winxp and then add local policy modules.

Good luck!!!!!!

Sounds like someone has restricted access to the run command on your system.
A system administrator may have done this or one of the many system security tools can set the run command to inactive.

if the cmd.exe is unavailable or is restricted access then you may not be an administrator on your system, in which case you need to get someone with admin rights to activate your account to use the run command.
in the address bar of your web browser try just typing cmd.exe if this fails to open or the suggestions provided by the other users fails then that means you are restricted from running the run command.

if you are the system administrator then go to the control panel and attempt to adjust the security policy on your system or adjust the policy restrictions set by what ever security program you are running.
good luck

You need to log on with Administrator rights. If you are logging in to a network, your account will have been set up with restrictions. If you are on a standalone PC, then go to Control Panel, User Accounts and change the rights for your account (you will have to log in as an Administrator to do this, of course).
