Plastic Man
Plastic Man is more of a shape-shifter where Mr. Fantastic is just a stretchy-guy. And yes Fantastic is a genius, but the pure chaotic nature of PM would eventually overwhelm Mr. Fantastic.

That is a hard one. Mister Fantastic is a brilliant man but Plasticman is far tougher.
In an all out fist fight, I would say that Plasticman would win. He is far more durable than Mister Fantasic. After all, he had survived being on the bottom of the ocean floor for like a thousand years with his mind in tact. He went head to head with an evil Martian Manhunter (Called the Burn). He's also very smart in his own way, a street smart way.
I'm sure that Reed would have figure out how to fight Plasticman but he would need time and resources to make it work.
That's why in an instant back alley fight with no gagets, Plasticman.

Let's look at the combatants, shall we?
Plastic Man = elasticity + corny sense of humor
Mr. Fantastic = elasticity + super genius intellect + highly advanced gadgets, vehicles, & weaponry
Winner: Mr. Fantastic! He would easily be able to outsmart & outgadget Plastic Man, who wouldn't take him seriously. Plastic Man's only chance would be to try to ask Reed Richards a question that he might find intriguing & need time to figure out, so he could get away or get in a sucker punch of some sort. But mroe than likely, the two combatants would not notice Dr. Doom hurl them into his super taffy puller. Just kidding on that last part!

Plasticman because he is an ex cop I think.. their powers are the same so when it comes to fighting.. plasticman is well trained.

Plastic Man. I think he has an everyman way of thinking that would slip past Reed's genius-level plans. Occam's Razor and such.
