Yes. They are to record video such as the DVD Burners you find with Set-Top DVD Players or the ones you find in video cameras.
I would check out your local electronics store to find one (Best buy, Circuit city, etc). But, if you have a desktop, it's a VERY CHEAP upgrade. I got a DVD+RW for my system for just $30 and it works great, especially for backup. Even if you have a laptop, there's a high chance that Newegg has an OEM drive that you can put in your computer to give you a DVD burner for cheaper than the set-tops can cost and you can do TONS more with it.
Oh, just to add, the other versions of burners are disc duplicators. But an idividual has no need for items like this unless they are actually buying them for a company who is doing data archiving.

I have never heard of such. Here is the reason this product is probably not on the market..... It is illegal to copy material that is copyrighted. PC DVD burners are excused because you can use your PC to make and edit your own movies and burn them to a DVD. The product you are talking about would only be good for making illegal copies.

Now, if these are what you are talking about: http://www.newegg.com/ProductSort/SubCategory.asp?SubCategory=490 then they are a fine product, but they only give you the same video quality that you recorded. And they all only have S-video inputs, so even if you have high-def, you can't record high-def with them.
