The program to use for downloading mp3's depends on whether or not you want full albums or just individual songs.
For full albums, I would suggest using a program that involves torrents (don't worry they are easy to use, I have answered TONS of questions regarding that in previous posts)
but
for individual songs, you need to install a p2p application such as what they mentioned above, limewire or winmx. My preference is the latter of the two choices because it has a chat function and you get your files faster (with priority) when you talk to fellow users with similar interests.

I agree with the first answer. Install limewire basic or limewire pro on your computer and start downloading! you can download almost anything and everything, including mp3 songs. One thing's for sure, I wasn't advertising, just answering a queston a fellow human asked.
