Matter is defined as anything that has mass and takes up some amount of space. If by "principles," you mean "properties," then matter can be measured by either intensive or extensive properties. Extensive properties are those which depend on the amount of matter present, including volume, weight, mass, or length. Intensive properties are those which are intrinsic to the nature of matter and do not depend on amount, including color, density, ductility, malleability, boiling and freezing points, hardness or conductivity.

Don't know about the exact definition but basically matter is fundamental particles held together by nuclear force and electromagnetic force and on macro scale, also by gravity.
