I've just updated my xp into sp 2, a day ago, and when I executed the game launcher for RAN online, it popped up this message:
Cannot find 'http://www.ranonline.com.my/ingame_news_eng.asp'. Make sure the path or internet address is correct.
(press ok)

Sp2 came with a firewall built in so this might be your problem. Yes you want to close the window and then you need to go to the firewall controls through your control panel and make sure that it is set up to allow this site to have access to your machine. Ok
