The fan is not coming on, so I thought it was a blown power supply. However, the green light on the console and the mouse are lit up. The are no other signs of life. Could it be the motherboard? If that's the case, why isn't the fan working? Please help.

It still could be the power supply.
There is a 12 volt circuit that runs items such as the hard drives, CD / DVD drives, floppy drives, and cooling fans.
There is a 5 volt circuit that runs your motherboard.
It sounds to me like the 12 volt side of the power supply is bad.
I would either try a known working power supply from another similar PC. If it works, it is the power supply and you need to replace it.
I also have a power supply tester that I got from Tiger Direct that has never let me down.
Unless you can find something simple like a blown fuse, it is better to replace the power supply. Good ones can be bought over the Internet from $30 to $50.

You write that green light on the console and the mouse are lit up so power supply is working.

There are bellow thing that couse:

1) The problem is in your Motherboard. Maybe Motherboard capesitar is burned so check your motherboard.

2) RAM: check your RAM. if ram is demage or coming outside from ram sloat than the problem occurs.

3) Display Card: If you have addon display card on motherboard in PCI or PCI express than display card not properly fit on slot. check this....

My suggestion is to check your power supply, but it is strange that the green lights come on.

If your power supply is dead, I would suggest buying a newer one off of www.tigerdirect.com
and possibly one that has a higher capacity. It can't damage your computer, it can only speed it up! I hope this helps.

First, does it boot up all the way, if so then the following with help.

It is the cooling fan that needs to be replaced. It is quite simple really. Just go to any computer store and ask them if they have a cooling fan, for your model, in stock and then a few screws and plug in and you are on your way again.

The fan probably does not work, because it doesn't start up.

Try removing ALL of the boards and putting them back in (with the power plug removed). If you are somewhat lazy, do the RAM first. Snap them back in, apply power and hit the start switch.

Is it a Dell? If it is then, I had the same problem....and it took them to 3 weeks to figure out that it wasn't the fan. It was the processor.

Check plugins.... you know it's hardware problem where we can't guide you exacty.... make sure your motherboard is ok! if it's gone then how Fan can execute....

if the fan for CPU then replace the fan
until the CPU fan (for cooling CPU )is not OK
modern CPU is not start
