You can program a virus in any programming language, so long as you know what files to corrupt and how to access stuff on the local machine.

Writing viruses for any purpose other than creating defensive systems in a contained laboratory is illegal. You should be quite worried that law enforcement authorities have read your message, and may begin monitoring your activities. You would be well advised to drop any plans you have to write a virus. You WILL be caught.

Java would be a dumb language to write a virus in, since like other modern platforms, it runs in a sandboxed runtime environment, and is designed to prevent buffer overruns.

Java has been specifically designed to limit the ability of malicious code to be created in its enviornment. but nothing is impossible when it comes to this because people like enviornments to be capable of doing as much as possible and this is incompatible with creating a secure enviornment.
