I'm in the country and my broadband is really slow now as well. I don't think our cables are optical. Also I've noticed the telephone wires have expanded in the heat......

No it doesn't. The internet works by sending light signals down wires. The speed of light is not affected by temperature.
The only way it would affect it is if the heat somehow causes telephone lines to break, and then your connection would be re-routed through other lines until it reaches its destination. The number of 'hops' as they are known would increase and your latency on the connection would increase.
I seriously doubt though whether the temperature increase would cause this. In fact your internet is probably more likely to increase in speed because more people will be outside enjoying the sun and since ADSL speed also depends ont he amount of users, the speed would icnrease.
Ok bored of writing stuff now

Sorry - don't actually know the answer - but I saw your Ethel / Willy answer and laughed so much though I would answer this anyway!
Actually there may be some truth in the heat / connection speed debate!!! The fastest computers ever made used super cooled components - if the chips and things in them are frozen then they have less resistance to electiricty and conduct signals quicker...
But to be honest don't really think that has any relevance to your question - unless BT forgot to order their bottles of liquid nitrogen to freeze things...

I imagine that heat would have an effect as semi-conductors are more effecient at lower temperatures. Therefore, during hot weather, if your computer/telephone cables/connections are hotter, this would probably reduce the operating speed, though I imagine that this reduction would be negligible.

NO but the bare phone lines might be getting radioactives from sun that the flow of current might get jammed within phonelines.
