After installing PCI USB card ,PC doesnt start?

I purchased new PCI usb card (4 usb) .I have pentium celeron system with Via mother board (VT82C586B ,S7-SB 9936 CE) .i had two PCI vacant.When i put that card in system,PC doesnt start .I also tried to put that in another slot ,still it is not working i.e PC doesnt start.when i remove it,it starts.
I had a doubt on card quality so i brought it to service centre ,there it is working.Card is ok
Pls guide ,how to install it corectly.Is it because of low RAM.I have only 32MB RAM

Could be a ram issue but would more likely suspect a problem with the pci slots on your motherboard. Only real way to test would be to purhase a different pci card and try and see if the problem reoccurs. Would also try adding additional ram. But unless the card specifies the need for ram (which would be unusual for a usb card) would not think this would be the issue.
