No, but if you break down somewhere between Catalina Island and land, yelling will not get you home.

You do not have to have one but it is a good idea on any open wat.ers. Take a Sail and Power Squadron course. If you want a SSB (side band) radio for off shore you do need to have a VHF radio. If you have one you should monitor channel 16 while boatng to pick up any information on approaching weather or other hazards

No, but it is a good idea.
If you don't want to have one at least have the following:
Cell phone fully charged
Fire extingisher
Life jackets
Anchor
Flares
These things will help you get assistance if there is any emergency-call 911 and ask to talk to the coast guard.
If you do decide to get a radio, use chanel 16 if there is an emergency and use the word "mayday"

A VHF radio is a MUST on our vessel. Cell phones enable you to talk to one person ONLY. There could be another boat (or boats)close by that would be able to render assistance should you need it. (And vice-versa)

It's a good idea. sails tear, and engines fail at inopportune times. also there are still such things as pirates in certain places of the world..... I carry a hand held marine radio on my sailboat as well asd a cell phone.

You dont have to have a radio. but if your going to be out on large lakes or open waters where you cant see the shore. you might concider haveing one so if you break down you can get help. but a cell phone with good service may work fine. but then again, they dont always work out on the water

if you take USCG safely course and they will let you know. Also, some states it is a must to take it and they will teach you to operate your boat safely and use the radio correctly.
