- Right click start menu
- Click 'Properties'
- Click 'Customize'
- If you have XP-style start menu (with recent programs on the left & menus on the right) click 'Advanced', and scroll down until you find 'Run'. Tick the check box.
- If you have old-style start menu (with just menus) simly scroll down and tick 'Run'.
edit - restarting won't help, and rolling back your system might get it back but might also undo other changes.

Click on the Start radio button. Right click anywhere in the gray box at the bottom to display and select "Properties". Click on the "Customize" button under the "Start Menu tab. Click "Advanced". Scroll down and check the "Run Command" tick box. It will reappear in the Start Menu.

Otherwise you need change local system policy. Sometime requird change both policy.
For that you need Microsoft Management Consol (mmc.exe) to change or update policy.
First login with administrator rights or administrator user then follow the bellow process:
you havent access run so, goto C:\WINDOWS\system32\mmc.exe
Then,
click on File Menu->Add/remove Snap-in->standalone tab->add botton ->Find "group policy object editor" in snap-in list & add it->close ->ok.
Now you are ready for change or update your local computer policy for what you want to change.
In local computer policy you have two submenu in bellow.
Find, local computer policy->user configuration->Administrative Templates->Start Menu & Taskbar. Click here!!!!!!!
Now in the list of settings find "Remove Run Menu from Start Menu" and double click on it. you have three choice for it. 1) Not configured 2) Enable 3) Desabled. Just press Desabled.
Now restart computer.
Now check on your Start Menu you can find Run Menu there.
NOTE: This mathod is only for local system policy. if you are using server user login than you need to change policy on server for Globle user policy.
Dont change other policy setting if you dont know. it reflect on your computer.

try restarting your computer first.
Or go into system maintenance and do a system restore, follow the directions. Go back to when you think you lost RUN.
