Skin walkers are Navajo witches. They can be male or female, young or old, but they are always evil.
They are portrayed wearing a coyote hide for a headdress and reportedly can shape-shift into diverse animals. Navajos traditionally will not talk about skin walkers to strangers. Tony Hillerman's modern western novels (Sgt. Jim Chee and Lt. Leaphorn of the Navajo Tribal Police) sometimes feature or discuss skin walkers.

Judging from the answers given, I think you might have to more specific. It varies from region to region.
For instance, the skinwalkers from southwestern U.S. are known to wear animal skins and practice dark magic to do ill to others. Usually they will be apprentices within a family and become initiated into it by being forced to commit a horrible act such as murder.

Not very likely as not something we redskins like to talk about.
And there just somethings in life good people dont need to know about.
I will say this the way a person becomes a skin walker is to kill/murder whom ever that person loves most! be it a father mother son daughter wife doesnt matter.
You can say a skin walker is the antithesis of the Medican Man.
For all the healing and good of a Medicne Man is.
A skin walker is the exact opposite and deals in death and illness.

SKINWALKERS CAN BE PEOPLE THAT ARE LIVING OR
PEOPLE THAT ARE DEAD. THEY HAVE VERY STRONG
SPIRITS BUT THEY ARE WEAK IN THE FLESH SO THEIR
SPIRITS, WHICH ARE USUALLY VERY LONELY, WILL
ACTUALLY LEAVE THEIR BODIES OF FLESH TO ENTER
THE BODY OF ANOTHER PERSON TO BE WITH THEM
AND TO FEEL WHAT THEY FEEL.
SOMETIMES THE SPIRITS GO FROM BODY TO BODY.
ESPECIALLY IF IT IS THE SPIRIT OF SOMEONE DEAD.
