Try Cyprus.
Anywhere can be cheap enough depending on how elaborate you want the wedding to be. You can pick a hotel for as cheap as you like, try to find the local registry office and book a date with them. Party/ reception can be at any restaurant.
If you call the hotel and they are nice enough them may help you out if you guarantee all your guests stay with them. Just check out the laws etc, some countries require you to get blood tests and to have been a resident of the country for 7 days before they will marry you. Stick weddings abroad in a search engine and browse.....

I am getting married in the Irish College in Rome next year. We decided to do this because then you aren't expected to spend a fortune on the fripperies and trivialities that people have in their weddings here in Ireland- doing things because "everyone else does". It is by far the cheaper option, plus it means that the focus of the day will actually be on us as a couple, rather than the day as a social event- it is an important part of our lives and we want the day to be about us, not about everyone getting drunk and fed at our expense!
Check out the irish college's website - they have prices on it and when you contact them with a booking they send a list of recommended accomodation, resturants etc.Your wedding can be as cheap or expensive as you want to make it- just remeber that it is your day and most of the crap that people do on the wedding day is because other people expect it.

if you are from Ireland then outside , a lot would kill to be able to marry there and outside, I had mine at home hand made everything down to the cake LOL it was a very pretty wedding and I was asked who did I hire? It also cut a huge cost down and rent a brides dress ,all it is going to do is hang in closet for years doing nothing. Same with tux, anything else like the chairs etc . i don't think the location itself matters as much as what you do at whatever location you pick.
for example, my husband and i got married at a gazebo on the beach in florida. we were married by a justice of the peace, served cake and soda as a 'banquet,' (purchased by the 'best woman'), and i had a small basket of flowers (purchased at the local grocery store). my grandmother-in-law made the dress (it's gorgeous), and my husband rented his tux.
all in all it was very cost-efficient, a lot of fun, and very memorable. we even found a pen and ink drawing of that same gazebo in a local art gallery - and it now hangs on our wall, lol.
think 'open air' and 'pretty view' and you'll be able to do 'cost-efficient', lol.

canada is relatively cheap flights cost from as little as £99 return in the travel agents with specific companies depending on the airline!!
