It never happened before.I think it start to ask when after i pulled out the flash from USB port without signed out and i think in XP,it didn't need to be.

You always need to use the Safely remove hardware option.
Your flash drive is corrupted.

When you pull a drive without properly shutting it off you ruin the risk of shorting it out. I can't be sure, but I think that is what happened in this case. I've seen it happen in other cases and in each one the device keeps asking to be formatted but never takes.

the stick might be defective. try it in another machine.
USB memory sticks are not supposed to need to be stopped or started before inserting or removing them, they are "hot swappable" devices, but sometimes these things just "go" especially if you insert and remove them a lot!
