Trust cannot be considered as an offense. The girl in the above
question just trusted a person whom she used to meet in casual contexts.
However, a certain level of vigilance (the question says she was going to college, hence she was at an age to display vigilance), could have avoided the whole incident.
But this expectation from the girl cannot in any way be considered a pretext on which she can be 'blamed'.
The act of crime displayed by the vendor is completely to be blamed, since it was forcible against her wishes, and its anyway a heinous crime altogether.
For the girl, by being cautious she could have allowed the crime 'not to' happen.
And since the 'blame' should be given to someone who allowed the crime 'to' happen in my opinion, so overall, its the vendor who is at fault.

The girl is accountable for the choice that led to this circumstance...
Additional info:
You can blame the guy for the rape - that is for sure. But the Girl consciously chose to place herself in a situation that looked okay but wasn't. In fact the moment she woke up she started making choices that led to the rape. I will get up. I will eat breakfast. I will get ready to go out. I will go to school. I will take the bus.
Boil it down her choice to get an college education led to the rape...
YOU and only YOU are responsible for the results you create. YOUR choices create your results. Don't like the results make different choices...
In this case many of the girl's choices were based on series of bad assumptions and a carefree attitude - the man had no influence on those.
Accountability is a harsh critic of our choices. Being personally responsible for those choices keeps us from becoming a victim and letting others control our destiny. Think about it.
If I take a plane trip and the plane crashes who is accountable for my death - I am. I could have stayed home or taken a train.

Obviously ONLY the vendor is responsible for raping the girl. The girl is responsible for failing to follow established routines designed to get her to school on time - thus the girl is responsible for missing classes only.
The girl is no more responsible for being a victim of rape than is a bank employee for being shot during a bank heist.

The guy. She isnt dumb for being raped. She only did what she thought was right for her. She might have thought since she knew the vender, it would be safer to walk with him so she would be safe. Now she knows different, but no, I do not blame the girl one bit. She didnt asked to be raped by a monster.

Well, in a technical sense, both of them could be blamed. The vendor mostly, but the girl because you should usually try and be on edge. Not be paranoid, but should have been more careful. She could have said thanks, but no thanks, or just sit in the car. The guy is mostly at fault for the disrespectful act.

Dunno if i can blame the girl, the blame lies with the vendor who drew a fake picture to lure the girl into his devious trait, he took advantage of her when she was in a needy and helpless situation, she didn't use her instincts very well she blindly trusted the vendor but still cannot put the blame on the girl she was mis-guided and tortured.

Nobody is to blame as nobody has its fault. The vendor may be liable to his actions but he is just satisfying a need. As for the girl, she is a victim of the action of the man of which she is the object. She can sue the guy to take the consequences of his actions.
