HorrorMasters.com has a great collection of public domain horror novels and short stories that you can download in PDF format. You can search by subject, author, title, and more. I highly recommend the works of Arthur Machen, who is little known in the U.S. You can also find classics from Shelley, Stoker, and Wells.
