Try putting eucalyptus oil on some used teabags and scattering them around the borders of your garden. Cats don't like strong smells and will try to avoid getting it on their fur.
Alternatively try curry powder or pepper/pepperdust.

Cats and dogs don't like orange and lemon peel. Try scattering that around the garden.

i sprinkled my garden with leftover [dried] coffee grounds.
cats don't tend to like the feel of the grounds getting caught between their pads. it takes a few times for them to understand, but i've been cat free for a while now.
by the way, i've been reading that coffee grounds are also good for garden soil.

Try the sprays first, and if they don't work, use something on the ground that they don't like to walk on, like chicken wire across the ground, foil (though I don't know if it's good for the garden), or coffee grounds, like above said. If they don't like it on their feet, they won't come back.

you can buy pet repellant spray from good hardware stores. It's non toxic and you can't really smell it, but it's unbearable for cats and dogs. It works well, just ask where you can find it in a hardware store.
