At 19, you can't reasonably expect any more development.
Speaking as someone who is over-endowed, I wonder why anyone would want large breasts at all; it attracts a lot of unwelcome attention, and, unless you want to spend your life in spandex, clothing does not fit properly.
You are luckier than you know.

where padded bras.. they look really nice often and can be extremely comfy (more comfy than normal bras)..
other than that, having guys pull or suck ur boobs can help, but i think the first tip is a lot more helpful and decent.. good luck with that..

wear a padded bra they have some really sexy ones or modest ones which ever you prefer,I am 41 and have small breast I have been involved with several relationships and men do not mind in some cases they really love small breasts,so just be comfortable with your own body.
