The outing is a civil crime in that it has destroyed Plame and Wilson's careers. What country will trust Wilson in a diplomatic capacity and allow Plame to join him? The outing has cost them their chance to serve their country further and their future financial earnings. They deserve compensation for that.

According to Time magazine, the uncovering of an active CIA operative is a Federal crime. The outing has cost the US their effective services. So whoever was responsible for the outing is also guilty of a federal crime and has damaged the country's undercover capacity.
