Go to Control Panel\Mouse. Double click mouse (if u can) or use arrow keys to select Mouse and hit enter. This will open Mouse Properties. On the Buttons tab make sure nothing is checked. If nothing is checked, you may need a new mouse. Good luck.

2 steps.
Step 1. Go Start -> Control panel -> mouse -> in button tab - see switch between primary & secondary button , is the square box checked (ticked) if not, then proceed to step 2. If yes , un check it, if still doesn't work , proceed step 2.
Step 2 - buy new mouse, coz the spring on the button , probaly worn out.
Step 3, if it is still under warrenty, change 1 to 1 / repair with the place where you brought from.

It sounds to me that this is a software issue and not your mouse. If the settings keep changing back after a reboot then software is changing this.
Have you installed new software recently
Have you changed the properties of any of your installed software
Have you recently checked your pc for virus' (if you dont have anti virus the try downloading AVG form the internet its free)
Does your mouse and keyboard require additional drivers, if so uninstall and reinstall them

i happened to me to when i used to play old games but that was temp. prob
u have checked your control panel's mouse options?
try reinstalling ur OS.

to a laser mouse without pad,?
