They had to set up some system to allow an individual (privacy act sec. 552a) or a corporation (FOIA sec 552) to "exhaust" administrative remedies and eventually get into a court of law.
Most of my FOIAs and privacy act requests are not answered and therefore I am presumed to have exhausted my administrative remedies.

Because the people here have a right to know what is going on. It also helps serve as a system of checks and balances.
