Wait until early fall, grass seed takes better during cooler times than in mid-July. If in North - use Scotts Heavy traffic Bluegrass, if in South - use St Aug or Centipede. Mix the seed with soil and a good starter fertilizer. Put down on affected areas and water each morning and night. Do not mow in the area until grass grows at least an inch. Good luck

The problem is that the chemicals you used to treat your pool has also killed your soil. You will need to remove the top inch of soil and replace it with fresh top soil, and then drop in new sod, that you can buy at most any good lawn& garden store. Or you can reseed and wait forever and see the grass return in patches.

Depending on what area you live in, you can buy a combination of winter rye and St. Augustine seed that fills in with the rye first and within 6 months, the St. Augustine kicks in. Is this where your pool was or is it from spilled chlorine? If you have chlorine contamination, you'll have to water the area for a couple of weeks first or the chlorine will kill the seeds.
