Most of the people living miserable life in the community. so who will responible for that the govrnment or people himself

People have to be ultimately responsible for their own lives.

Poverty? Economically, Culturally, Philosophically, Psychically...?
To think of it only economically, I am afraid we have been facing that for a long time. Rather to blame it on anybody or this or that group of organization, the problem should be looked at more holistically (or/and wholeistically); Otherwise, economically, most nation are strong enough to solve the problem only if they stop spending their energy on warfare alone.
We should individually (which is collective in a way) come to solution. I like indeed to know yours.

The people are to blame for their poverty. AS we see jobless people refuse to work but decide to go for begging,thefts and remain poor. In some cases the bad habbits of addiction in liquor,woman and use of narcotics make people poor.

The capitalism itself responsible for this poverty. It influence people to earn money in any way without thinking for others.

That's like asking who's responsible for getting me out of a burning building. I can certainly wait for the fire department to arrive to come get me, but that'd be stupid and I'd likely be dead. If I can get myself out, I will.

Naeem is correct that everyone works for their own interest in making money in capitalism. But, if I'm not providing something that others value more than the money they give me in exchange, then I won't be making money for long. That's the mechanism by which capitalism links our natural self-interests with the interests of others. If we aren't adding value to society, then we aren't making money for ourselves.

I feel it is the people's responsibility. Morality is not helping because the government forces you to help....it is having the freedom to make the decision yourself and then doing it. If citizens do not want to step up and do it under their own free will and the government has to force them to do it then the society is a failure.

the person themselves are responsible of being in the poverty line. this is because man is responsible to his own life, the government is doing his share to help its constituents but its up to the person to work for their own living. they have to look for jobs to improve their socio-economic status. as the saying goes, "give a man a fish and you'll feed him for a day but if teach the man how to catch fish, you will feed him for a lifetime"....!!!!!
