Maggots are fly larvae. The fly lays eggs in rotting food or dead animals. You will always have maggots, no matter what you do, until you get rid of whatever is providing the food for the maggots. Move the bin and clean out whatever is underneath it. Your maggot problem will be solved.

You are right to give your bin a good rinse each time it is empty. Cheap disinfectants are ideal and effective. If you want something stronger try 'Jeyes Fluid' though make sure it is suitable for the stuff your bin is made from.
The crack underneath is not a major problem and can help to keep the bin drained and therefore the contents dry - remember that drying food is a method of food preservation (e.g. dried pasta, dried peas, etc.) because living things need water.
Maggots are part of the life cycle of flies (...egg...larva (maggot)...pupa (crysalis)...adult (fly)...etc.
So maggots appear in your bin if flies are able to lay their eggs in the bin on waste foods. To stop this from happening:
- make sure the bin lid fits well and is always on,
- put all waste into a bag and tie it up before you put it into the bin (old carrier bags are ideal for this),
- never put waste food scraps directly into the bin,
- keep the contents of the bin as dry as possible.

P.S. I have never had maggots in my bin.

If I was you I would see about getting a new bin . Also get some Jeyes fluid , Mix it with water and rinse down the area that is affected . This will clean the area better than anything else and make sure that what ever is causing the maggots is removed.
