first off , breast size is by a b c d dd e so on. Are you wanting to be bigger around chest ? Not the actual boobs? Then you can do nothing but gain weight , once you gain weight your chest size goes up from 32 to 34 so on, you could do exercises for the chest as well , I am not sure what these are .I am a 40 and trying to go down to a 38 or 36

That's not the size you want to change, it's your cup size . To change the number size on your bra you have to gain weight, in other words get a little fat on your body. You did not mention your cup size, if your a 32 c then your just fine.

The only way to make your breasts bigger is through implants. I am very small also and wear the Very Sexy bra from Victoria's Secret. They also have a new extreme push-up that has extra padding as well. I would not go with the implants.
