A lot of sites allow/promote the use of wizards, which is a simpler way of building a website for those types who are just beginning. A wizard is fairly easy to use; most of them are point and click.
Instead of coding in HTML (HyperText Markup Language - the markup language designed for the creation of web pages) a wizard walks you through a building process step by step.
The problem with these programs, however, is that your website can end up looking generic... or bland. The programs often have pre-generated images and text, and can't be changed.
HTML is fairly simple to learn. I suggest visiting http://lissaexplains.com - a site built for kids to learn the basics of HTML. The site is bright, and colourful, but *very* helpful. And explains in terms for beginners, unlike some sites which assume one already knows the basics.
As far as hosting solutions, some say the cheaper, the better... but I have not found that to be true. Cheaper means many problems, such as not having enough webspace, difficulty in accessing your email account, no live help, and more. I have found Yahoo Business to be reasonable, and I have used their service for over a year.
Generating traffic is as simple as pointing and clicking. Trading links with other sites with similarities to yours will boost your hits. Also, try submitting your site to various search engines. Most of them are free; such as google, msn, aol, and yahoo.
Expenses aren't going to eat at your wallet. Not at first. You usually pay a one time charge to purchase your domain name (www.YOURNAMEHERE.com/net/org), as well as a monthly fee for your host. You will get a certain amount of webspace with your monthly cost, but read the terms and conditions of your contract CAREFULLY. Many hosts charge extra fees if you exceed your bandwidth for the month.

You don't need programming knowledge to build a site. There are many website editors now a days. One of the best is Macromedia's Dreamweaver. Still knowing the HTML "code" can help you do unbelievable things that a normal editor can't help u with. well..to make your situation better - its very easy
you need to know html to make a website. These days there are many programs by which you have drag and drop options to make your site. You do not need to learn html for that. Its like you can pick a box and put it there and the software writes the code by itself.
hosting solution - Geocities for free
Traffic - Use meta tags in your website. Submit your url to google and other search engines. keep something demanding in your website
Cost - as far as i know . not that costly
Databases - I am learning it myself now.

you dont need any programming knowledge you can use free website servcies like
www.freewebs.com
they have step by step guide and easy to use tools
but if you want to host on your own domain
then you have to buy a domain space for hosting your website, domain name for addressing
and also you can use ready built website themes in your website
or use any open content management systems
Everything depends on what type of website you are building
