Register an account on either:

www.freewebs.com

www.piczo.com

Both websites above are good for beginning webmasters. They use a WYSIWYG tool. Which means you can easily create wonderful webpages easily. No programing neccessary and these two websites are absolutely free. You will learn everything you need to know after you create your first website with either of those two organisations. Go ahead!

First of all, websites are built with a markup language, HTML, NOT a programming language. Anyone who tells you differently is wrong. HTML is not hard to learn, and there are other applications available that will help you author a webpage, I would recommend Macromedia Dreamweaver.

For a first website, I would either go with a free webhost, or go with a "shared" hosting account with a hosting provider such as Myriad Network (http://www.myriadnetwork.com) or Sliqua Enterprise Hosting (http://www.sliqua.com).

The easiest way to generate traffic is simply to have good content on your website, and update it often. Visitors will find your site and come back on their own.

It's not particularly expensive to build/maintain a website. All you need to pay for is the hosting account, and a small yearly charge for a domain name (.com address)

It doesn't cost a dime to build a database with a hosting provider that offers MySQL databases (both of the companies I mentioned do)

the hardest part is thinking up content.

get your feet wet by using MS Front Page or MS Word, save out to HTML

get a Yahoo geocities name and experiment that way. you have to learn how to upload your pages.

then, start looking around the web. if you see a page you like, right-click, view source and you will see complex html code you can get ideas from.

html is not hard.

after that point, when you have several pages that link, i would then find a free web host so you can have a name you like: www.mywebsite.com

then search the web for info on how to start getting your page listed in the search engines.

a database is more of a programming challenge. you can do it. if you have MS Office Pro you have either MS Access or MS FoxPro. Otherwise, you're going to find that DB programmers are expensive.
