i would like to know how government helps the entrepreneurs.

Depends.
If you are a college educated white male, with no children, about the best you'll get is advice.
If you are a highschool dropout, african-american female, unmarried, with children, you can get grants (not loans) of at least $500,000 to start a business. Not only can you get large sums of grant money, but you will also be able to get government backed loans.
These monies are sourced by so many governent agencies, I can't list them all.
Gotta' love reverse discrimination and rewarding bad life decisions.

Check out the SBA website. The Small business Administration can give you loans and help with a business plan.
